Publius will serve as a nerve-center of the pro-democracy movement, with local chapters acting as our boots on the ground. This ensures that we're not just reacting to threats as they rise - but that we're predicting, preparing for, and countering them before they escalate.
The National Command Center (NCC) functions as Publius’s central hub for coordination and communication. It integrates intelligence, strategy, and operational oversight to ensure timely, unified responses to national developments. The NCC enhances situational awareness, maintains continuity across divisions, and supports the Leadership Committee in high-priority decision-making.
Publius operates under a horizontal governance model designed to ensure balanced representation and prevent the dominance of any single political ideology. This structure disperses authority and promotes shared responsibility, collaboration, and transparency across all levels of the organization.
The Leadership Committee serves as the central decision-making body, responsible for strategic oversight, organizational accountability, and final approval of major initiatives. It operates on a consensus-based model, emphasizing democratic participation and rotating facilitation to ensure equitable leadership representation and mitigate bias or political dominance.

Oversight and accountability are maintained through an Advisory Council composed of policy, legal, and civic experts, and a self-governing Leadership Committee. Together, these bodies safeguard Publius’s mission of democratic integrity, operational transparency, and balanced governance.
State Chapters will function as regional coordination hubs, bridging national strategy with localized action. They will provide local branches with the resources, training, and operational support necessary to implement organizational initiatives effectively. In addition, State Chapters will lead legal and advocacy efforts within their jurisdictions, ensuring that Publius’s mission is advanced through coordinated, state-level engagement and impact.

The SCC partners with legal and advocacy groups to strengthen local networks and facilitate collaboration between community branches.
Local Chapters are the operational heart of Publius, facilitating community engagement, countering disinformation, directing election protection efforts, and mobilizing rapid responses to authoritarian threats. They gather intelligence and deploy contingencies to ensure the resilience of democratic institutions at the local level.
Local Chapters function as the primary operational and strategic presence of Publius within their communities, acting as both observers and responders to authoritarian actions and threats to democratic integrity. They organize and lead civic engagement initiatives, including know-your-rights campaigns, community dialogues, and coordinated advocacy efforts, while also supporting election integrity through voter assistance, poll work, and legal aid.
