This document establishes a structured framework for the protection of democratic institutions through systematic evaluation of governmental actions. It introduces Publius, an analytical system designed to monitor Executive Orders, Departmental Actions, and Legislative Actions, ranked according to their potential to concentrate power and undermine democratic norms. Each action is assessed against fundamental principles—accountability, transparency, the rule of law, and institutional independence—using defined evaluative criteria and a standardized risk scale. The resulting threat level informs proportionate responses, ranging from observation and public awareness to coordinated legal and advocacy measures.
