The Amendment will:

1) Re-enumerate the powers of the Presidency to centralize power back into the hands of Congress. 

2) Strictly define the States of Exception in which the President may act extra-legally.

3) Enforcement:

• Redefine Impeachment to adhere to a legal definition, as opposed to the current political one. 
• Grant the Legislative or Judiciary Enforcement Authority against the Executive to ensure Constitutional Compliance.
